The COPE Act was passed by the full House on June 8, 2006; the Markey Amendment failed[3][4] leaving the final bill without meaningful network neutrality provisions. The US Senate is also involved in the issue. Sen. Ron Wyden has introduced the Internet Nondiscrimination Act of 2006, and Sens. Olympia Snowe and Byron Dorgan are expected to introduce a bipartisan amendment supporting Net Neutrality when the Senate takes up its own rewrite of the Telecommunications Act of 1996 later this year. The rate of consumer prices index (CPI) inflation in September, rose from 4. 5 per cent to 5. 2 per cent. That equals the record high reached in September 2008, the Office for National Statistics (ONS) said. The higher-than-expected surge was driven by a jump in utility bills, as gas and electricity increased 13 per cent and 7. 5 per cent respectively following price hikes from major energy providers, including Scottish & Southern Energy, E. ON, British Gas and Scottish Power. The headline rate of Retail Prices Index (RPI) inflation rose to 5. 6 per cent in September from 5. 2 per cent in August, the ONS said. September CPI is used to determine next April’s rise in state benefits.
